Hydra Demolitions Illegal Construction in Hyderabad

Hyderabad Disaster Response and Assets Monitoring Protection (HYDRA) should be formed to provide wide range of services to the people in accordance with the expansion of Hyderabad city, Chief Minister A. Revanth Reddy said. It was decided to set up this new system in accordance with the National Disaster Management Act. The Chief Minister suggested that further study and exercise should be done on Hydra’s system structure and procedures.

Along with GHMC, the Chief Minister gave several instructions to the officials to coordinate the departments of HMDA, Water Board, Vigilance, Traffic, Electricity and Police to make Hydra work more effectively. The present Enforcement Vigilance and Disaster Management Department has been ordered to be reorganized accordingly.

The CM ordered to prepare clear proposals on the issues of what level of officers should be in the new department.. how many staff should be there.

The CM suggested that HYDRA will have to work in a 2 thousand km radius from GHMC to Hyderabad Outer Ring Road, and to allow division of work, the geographical scope should be defined in the manner of existing zones in the city.

He said that the matter of allocating special funds to HYDRA should be looked into. He said that the draft should be prepared during the assembly meetings.

Chief Minister Revanth Reddy reviewed the formation of HYDRA and related procedures at the Secretariat on Friday. State Government Chief Secretary Shanti Kumari, Municipal Administration Chief Secretary Danakishore, GHMC Commissioner Amrapali, GHMC EVDM Commissioner Ranganath, CMO Principal Secretary Seshadri and CM Special Secretary Ajith Reddy participated in this meeting.

The CM said that along with the management of disasters, Hydra should be entrusted with key duties such as protection of government properties, blocking of encroachment of ponds and canals, removal of encroachments, illegal constructions, removal of illegal structures, hoardings, advertisements, traffic management, drinking water and electricity supply.

The officials were alerted that there should be regular coordination between HMDA, Water Works, Disaster Management and Municipal departments. He said that the responsibility of removal of unauthorized hoardings and flexi under the jurisdiction of GHMC and collection of delinquency fee should be transferred to HYDRA. It is suggested to study to make the regulations stricter in the case of encroachment of canals, ponds and government lands.
